I really think this is very eye-catching, and well, my opinion is that the blue really fits, because it contrasts the warm colours and makes me think about the sea.
The detail is also pretty amazing, it should have taken you a lot of work, and it's greatly appreciated.
Your eye colour also makes a great contrast.
And what I most liked is that you made a tutorial. You should make more.

I watched your video, (still crushing on your accent), and you made it look so easy! A really plain bit of eyeshadow can be transformed into something so detailed as this. I'm in awe of you!
The eye color was a good choice, I like how you enhanced it so it looks really sharp. If I saw this swimming in the ocean, I'd follow it with a camera :3
You have a really good sense of where things should go (the word has escaped me) The red liquid eyeliner thingo looks perfect on the fish spines. Like, on the second spine where it kind of curls under? Awesome.
